The red-haired girl is Robin. The black-haired boy is her boyfriend, Raven.
Raven's the guitarist in Springfield's local punk-rock band, Sik Notz. He gets along well with Bart, having been a rebel himself. He also has a tattoo of an electric guitar on the left side of his neck. He's clearly gothic, and doesn't seem to get fazed by anything. He occasionally babysits for the Simpsons kids, when Robin can't, but, Homer pays him in beer.
Robin babysits. When she babysits for Bart and Lisa, she spends most of her time trying to figure out how to deal with Maggie (she's not good with babies) and, Lisa helps. Bart gets up to mischief, because, Robin says that he can do whatever he wants as long as he doesn't kill anybody and, cleans up afterwards so that she doesn't lose her pay.
